Larry Koff & Associates has prepared revitalization and rezoning strategies as well as zoning and subdivision bylaw amendments for numerous town centers, corridors, and districts. Frequently partnering with multidisciplinary team members, LKA works with community leaders and stakeholders to meet local objectives such as economic development, housing, and natural resource protection, balancing considerations such as infrastructure constraints and community character, and builds consensus around initiatives that have the support needed to be adopted.

Taunton: Weir Village Zoning and Traffic/ Pedestrian Circulation Study
|
Howard/Stein-Hudson, Inc. and LKA were retained to conduct a zoning review and traffic/pedestrian circulation study for Weir Village, a former industrial neighborhood located along the Taunton River in the midst of revitalization as a mixed use neighborhood. An examination of the existing zoning determined that there were constraints on multifamily housing and mixed use development. LKA suggested zoning changes that promoted smart growth strategies, enhanced the economic development of Weir Village, and reinforced new mixed use development. HSH recommended improvements to traffic flow for trucks, cars, pedestrians, and cyclists. Infrastructure and streetscape improvements were also recommended. Several of the recommended bylaw changes were adopted by City Council. |

Bridgewater: Smart Growth Zoning |
The Town of Bridgewater retained LKA and Bluestone Planning Group to prepare “Smart Growth” zoning bylaw changes addressing the needs for economic development, housing, and natural resource protection. Proposed zoning provided incentives for environmentally sustainable industrial development, and Transfer of Development rights to facilitate the preservation of agricultural land while allowing traditional village-scale high density housing to redevelop an underutilized area close to public transportation and a state college campus.

West Wareham Strategic Plan and Rezoning
|
Under the direction of Howard/Stein-Hudson Associates, Inc., LKA and Bluestone Planning Group provided planning and design services to the West Wareham Strategic Planning Committee, comprised of residents and business people appointed by the Board of Selectmen. The consultant team analyzed land use and zoning as part of a visioning and master planning process for West Wareham. LKA provided a variety of services to delineate, map, and analyze existing conditions, buildout, and issues and opportunities. A vision concept for the study area was developed that led to the preparation of new zoning that created new districts, design guidelines and standards, and dimensional regulations. General design guidelines for the existing Industrial District were developed.

Salisbury Square Tomorrow: Vision and Action Plan Zoning Initiatives |
In Salisbury Square, Larry Koff & Associates, working with the Bluestone Planning Group, prepared a series of recommended changes for the creation of a New Town Center District. Architectural requirements for Site Plan Review were also prepared. The Town of Salisbury again retained the services of Larry Koff & Associates and the Bluestone Planning Group in 2004 and 2005 to prepare mixed use zoning for the Beach Commercial District and some older industrial areas, an Inclusionary Housing Bylaw as well as major revisions to the Site Plan Review bylaw. |

Sharon Post Office Square Vision/Goal Plan |
Prepared a site plan review process for Planning Board review of Minor and Major projects within the Town Center. Design Guidelines were drafted to assist in this process. As a consequence of this planning and rezoning, substantial investment has taken place in the town center including new development and building renovation. Larry Koff & Associates was recently again retained to work in the downtown. A Mixed Use Zoning Overlay District was prepared for the town's commercial areas including the Town Center. This zoning change was approved at Town Meeting and would permit more flexibility in density, dimensional standards, landscaping, and location of buildings and residential uses. |
