Technology Park West Phase II

Assessed community costs and benefits from proposed major expansion of High Tech/R&D office park, including annual fiscal impacts, infrastructure and capacity issues, and the potential for substantial secondary pressures on the housing market due to the demand from new employees in the park. Larry Koff & Associates identified the need for mitigation to provide for affordable housing to serve office park employees.

   

The Woodlands at Laurel Hill

A 444 unit 40B development was proposed for a site located in both the towns of Acton and Westford. Larry Koff & Associates provided a peer review of a fiscal impact analysis that had been prepared for the portion of the development that would be located in Westford, 84 units of rental housing. Of particular concern was the Public Safety impacts, since the site would not be directly accessible from Westford. As part of the study findings, LKA considered alternative strategies and provided recommendations for providing optimal fire and police protection while minimizing municipal service costs.
