At the outset we work with the client to understand the relevant problems and opportunities and to facilitate an appropriate planning process. As change agents, our services are geared to assisting clients in identifying and solving their community development problems - affordable housing, resource protection, economic development, downtown revitalization, municipal organization and management, land use and zoning. Our focus is on both planning and implementation issues; one process informs the other. Education and consensus-building are essential. GIS mapping and clearly understood graphics are often an integral part of our planning process. |

Land use and community master planning is a core element underlying all of the work that Larry Koff & Associates undertakes. Master Plans, in particular, exemplify the firm's approach to integrating land use planning both town-wide and in specific areas. In each of the Master Plans prepared by Larry Koff & Associates, we conducted buildout and land use suitability analyses both town-wide and for specific areas to inform the planning process and suggest strategies for resource protection, housing and economic development which will meet community goals. Town-wide economic development strategies have been prepared as well as revitalization plans for village and town centers, corridors, and transit oriented development. Utilizing their skills in ARCView GIS mapping, the firm of Larry Koff & Associates has worked with community groups and open space committees to prepare Division of Conservation Services Open Space Plans, 418 Open Space and Resource Protection Elements, and Natural Resources, Open Space and Recreation Elements of Master Plans. Our general approach to this assignment is to utilize the planning process to build consensus around key issues which will address local priorities. These priorities might include open space protection or acquisition, the development of a system of trails or sidewalks, the protection of critical resource areas for water supply. Larry Koff & Associates addresses rezoning issues in a number of contexts. As part of a master planning or downtown revitalization planning process, Larry Koff & Associates will identify general approaches and model bylaws which might be appropriate for the community. Often, working with the support of attorneys who specialize in land use and municipal law, an assessment will be undertaken of the existing bylaw and the deficiencies which need to be corrected. Larry Koff has recently prepared bylaw amendments for mixed uses and multifamily housing in the Town of Sharon, and the establishment of a new, mixed use commercial district along the Beach as well as in a more outlying location with good highway access in the Town of Salisbury. case studies - Zoning Bylaw Preparation
