As change agents, our services are geared to assisting clients in identifying and solving their community development problems - economic development, resource protection, downtown revitalization, affordable housing, municipal organization and management, land use and zoning.

Our focus is on both planning and implementation issues; one process informs the other. Education and consensus-building are essential. GIS mapping and clearly understood graphics are an integral part of our planning process.

Land use and master planning to facilitate a more sustainable community is a core element underlying all of the work that Larry Koff & Associates undertakes. Master Plans, in particular, exemplify the firm's approach to integrating land use planning both town-wide and in specific areas. In each of the Master Plans prepared by Larry Koff & Associates, we conducted buildout and land use suitability analyses both town-wide and for specific areas to inform the planning process and suggest mutually reinforcing strategies for resource protection, economic development, and housing which will meet community goals. Of increasing importance are the related issues of infrastructure and energy, public facilities and fiscal planning, which should be addressed.

Economic Development & Revitalization

Larry Koff & Associates has worked with municipalities, businesses, and economic development committees to address a range of growth management issues. Town-wide economic development strategies have been prepared as well as revitalization plans for village and town centers, corridors, and transit oriented development. Larry Koff & Associates is currently working with a private firm in Boston on permitting a major addition to their business.

Housing Strategies

Larry Koff & Associates has assisted Housing Committees and local Boards identify housing strategies which address local needs and state mandates. Our current focus is on preparing and updating 40B Planned Production Affordable Housing Plans. In addition, we drafted the first 40R Smart Growth application in the Commonwealth and have recently prepared a second application for a mixed use 40R housing site in Norwood.

Open Space Natural Resources Planning

Utilizing their skills in ARCView GIS mapping, the firm of Larry Koff & Associates has worked with community groups and open space committees to prepare Division of Conservation Services Open Space Plans, 418 Open Space and Resource Protection Elements, and Natural Resources, Open Space and Recreation Elements of Master Plans. Our general approach to this assignment is to utilize the planning process to build consensus around key issues which will address local priorities. These priorities might include open space protection or acquisition, the development of a system of trails or sidewalks, the protection of critical resource areas for water supply. Building on a Land Use Suitability mapping exercise, Larry Koff & Associates will develop an open space vision, identify and with local input prioritize resources areas.

While a qualitative assessment of potential impacts from development is part of all of our comprehensive planning exercises, several recent projects have provided a closer look at the costs and benefits from specific residential and commercial development proposals in terms of municipal services, facilities and infrastructure.

Zoning Bylaw Preparation

Larry Koff & Associates addresses rezoning issues in a number of contexts. As part of a master planning or downtown revitalization planning process, Larry Koff & Associates will identify general approaches and model bylaws which might be appropriate for the community. Often, working with the support of attorneys who specialize in land use and municipal law, an assessment will be undertaken of the existing bylaw and the deficiencies which need to be corrected. Larry Koff has recently prepared bylaw amendments for mixed uses and multifamily housing in the Town of Sharon, the establishment of new mixed use commercial districts along the Beach as well as an outlying highway accessible location in the Town of Salisbury, and the creation of unique economic development and TDR districts in Bridgewater geared to enhance recharging and water resource protection.
