Comprehensive Master Plan

In association with the firm of Thomas Planning Services, Inc. Mr. Koff prepared the Master Plan for the Town of Rockland. Issues of primary concern to the community related to open space preservation, the identification of a trail system, economic development, downtown revitalization, regional planning/air base development, and zoning. An Executive Summary highlighted key next steps to pursue. The Plan identified, in particular, a proposed regional trail system, a downtown revitalization strategy, and next steps to ensure that the major plan recommendations were carried out.
