Master Plan

Mr. Koff led a consulting team in preparing a growth management orientated Master Plan for the town of Raynham, Massachusetts. This plan was utilized by Commonwealth of Massachusetts Executive Order 418 Interagency Work Group as a model "equivalent plan" in the Community Development Planning Process. The consultant team built a consensus around a strategic planning framework addressing issues of resource protection, residential and commercial growth, public facility investment, transportation, the organization and management of growth planning including a policy for reviewing sewer extensions. An illustrative plan was prepared which reflected the goals and policies identified by six sub-committees. During the planning process, a grant was applied for and received to fund one of the critical implementation strategies, adoption of a capital improvement planning process. The Planning Board is utilizing the Action Plan as a work plan to attract additional grants and address housing certification, resource protection, and economic development issues.

Having completed Raynham's Master Plan, utilized State "418" Implementation funding to prepare Open Space Plan. Identified vision and parcel based strategy for doubling amount of open space protection consistent with local and regional initiatives. Growth management strategies to be adopted along with acquisition of key parcels utilizing purchase and Transfer of Development Rights tools. Plan identified in local press as being "aggressive but doable" Plan also identified system of trails, scenic roads, and sidewalk improvements approved by Highway Department.
