Open Space Natural Resources Planning

Utilizing their skills in ARCView GIS mapping, the firm of Larry Koff & Associates has worked with community groups and open space committees to prepare Division of Conservation Services Open Space Plans, 418 Open Space and Resource Protection Elements, and Natural Resources, Open Space and Recreation Elements of Master Plans. Our general approach to this assignment is to utilize the planning process to build consensus around key issues which will address local priorities. These priorities might include open space protection or acquisition, the development of a system of trails or sidewalks, the protection of critical resource areas for water supply. Building on a Land Use Suitability mapping exercise, Larry Koff & Associates will develop an open space vision and identify prioritize resources areas.

Raynham Open Space Plan

Having completed Raynham's Master Plan, utilized State "418" Implementation funding to prepare Open Space Plan. Identified vision and parcel based strategy for doubling amount of open space protection consistent with local and regional initiatives. Growth management strategies to be adopted along with acquisition of key parcels utilizing purchase and Transfer of Development Rights tools. Plan identified in local press as being "aggressive but doable" Plan also identified system of trails, scenic roads, and sidewalk improvements approved by Highway Department.

Swansea Open Space Plan

As a first step in preparing the Town's Master Plan, formulated an Open Space Plan which provided a framework for both resource protection and economic development. Open Space plan identified a Greenbelt plan for protecting critical resources. This plan provided framework for seeking State support for protecting agricultural lands through an aggressive APR program as well as assisting in negotiating with out of state power companies who control important open space parcels within the greenbelt/critical resource district. Early action tasks identified to build support for local planning, resource protection, and inter-department cooperation.
