Land use and community master planning is a core element underlying all of the work that Larry Koff & Associates undertakes. Master Plans, in particular, exemplify the firm's approach to integrating land use planning both town-wide and in specific areas. In each of the Master Plans prepared by Larry Koff & Associates, we conducted buildout and land use suitability analyses both town-wide and for specific areas to inform the planning process and suggest strategies for land use management, housing and economic development which will meet community goals. A Master Plan should be the basis for decision making regarding the long term physical development of the community. It should provide a course of action which can be carried out by various boards and committees. Ideally, the Plan will highlight priority concerns of the community so that appropriate zoning can be supported and State grant funding obtained.

Swansea Master Plan/Community Development Plan |
An action orientated planning process to address a broad range of resource and economic growth issues in a suburbanizing community with a history of planning avoidance. Working with the Town Planner, a broad based Master Plan Committee and sub-committees were organized. Larry Koff & Associates prepared an Open Space Plan that identified a vision concept and implementation strategies for resource protection and growth management. The business community organized in support of initiating a major revision of the zoning by-law and economic development activities. A housing committee generated interest in pursuing broader based housing strategies which fostered alternatives to meet current and projected needs while conserving open space and town character. A public facility committee generated consensus around strategies to address water, wastewater, and capital budgeting needs. The final document met state requirements for Open Space Plan and Community Development Plan, and will comprise a comprehensive Town Master Plan. |

West Bridgewater Town Center/Greenbelt Master Plan |
Working with a broad-based committee, long neglected priority planning issues such as town center revitalization, housing, zoning reform, water and waste water planning, resource protection, historic preservation, and traffic congestion were addressed. Grant funding was identified to ensure that key recommendations of the Greenbelt/Town Center master plan were carried out. Town Meeting approved an appropriation to develop a Comprehensive Water Resources Management Plan as well as new zoning for the Town Center revitalization. MHD initiated design work on a highly congested intersection in the town center. A Housing Action Plan was prepared with support by Larry Koff & Associates under the direction of a newly formed Housing Committee. |
