418 Community Development Plan

The Town of Middleborough's capacity to manage resource protection, housing, economic development, and fiscal balance is at a crossroads. Regionally oriented commercial and residential development along Route 44, residential subdivisions in the Town's rural agricultural areas of Thompson Street and increasing sprawl of residential and lower quality commercial uses along Route 28 threaten the Town's natural resources, rural landscape and capacity to properly maintain basic municipal services and infrastructure. The firm of Larry Koff & Associates identified six key building block strategies to address the Town's needs: recodification of the zoning bylaws, adoption of new districts for resource protection, affordable housing, village centers, and economic development, and the reorganization of the Town's housing and economic development committees and obtain grants. Upon approval of the Plan, the Selectmen voted to submit an Application for Priority Development Funding to carry out the proposed Action Plan.

Affordable Housing Plan

With the Town of Middleborough, Larry Koff and Associates prepared, and is currently updating, an Affordable Housing Plan which that will fulfill the requirements of Planned Production under Chapter 40B. The earlier Affodable Housing Plan followed up on the Community Development Planning Process focusing on opportunities for quality higher density housing in appropriate areas, while protecting the traditional rural character of the town. The current effort targets market insecurities exemplified in the trend of housing foreclosures, a backlog of permitted but not completed 40B projects, continuation of upper floor housing and adaptive reuse projects, as well as clarifying the permitting and regulatory framework to facilitate suitable affordable housing construction.
