Fiscal Impact Peer Review of Patriots Place

Conducted an extensive case study analysis of a major mixed use development to be located adjacent to Gillette Stadium. A "Lifestyle" pedestrian plaza with retail, office, medical, and entertainment uses, as well as a big-box retail and hotel plaza to be anchored by the region's first Bass Pro sporting goods retail establishment add up to approximately 1.35M square feet of new commercial space. An assessment of the need for expanded staff capacity, particularly in the Public Safety departments was based upon interviews with Town departments and other communities with comparable developments.

The study found that the development would generate net revenue surpluses after its completion, but that the town would face substantial shortfalls in revenue for the first two years as the expansion in the public safety departments would need to be completed prior to the revenues becoming available.

The study also considered secondary impacts from spill-over residential development and impacts on the downtown as a result of Patriot Place and projected that these impacts would not be significant.

Recommendations were provided for minimizing the impacts on the Town's Public Safety departments through traffic management planning and formalized coordination with on-site security.
