Master Plan Update

A former mill and farming community, today Pepperell is a residential town seeking to preserve its rural atmosphere. After completing a housing needs assessment, housing gap analysis, and a review of infrastructure limitations, Larry Koff & Associates, working with the Pepperell Affordable Housing Committee, identified household types not currently served by the existing housing stock, suggest types of housing needed (i.e. rental and ownership, single family and multifamily), and propose potential locations for this housing. Goals and strategies for addressing local housing needs and a specific action plan to guide the proposed production of affordable housing over the next 10 years were established. In order to attain DHCD approval, Pepperell must demonstrate how it will create at least 29 subsidized housing units per year (3/4 of 1% of 2000 year-round housing units) until the Town achieves a total of 391 subsidized housing units (10% of 2000 year-round housing stock).

Since the town's previous Master Plan was completed in 1998, several studies have focused on individual planning elements, such as housing, natural resources and water and sewer infrastructure. The current Master Plan update highlights changes since 1998, identifies current issues and opportunities, and builds consensus around a growth managment strategy.

Affordable Housing Plan, 2006

The Town of Pepperell retained the services of Larry Koff & Associates to complete a Planned Production Affordable Housing Plan. A former mill and farming community, today Pepperell is a residential town seeking to preserve its rural atmosphere. Despite the lack of viable public transit options and weak access to major highways, the rural setting, the large amount of land available for development, and a relatively affordable housing market make Pepperell an attractive location. However, a significant portion of Pepperell is not developable because of natural resource areas, public ownership, and conservation and agricultural restrictions, so the Town is struggling to balance the demand for new development with a desire to preserve its most desirable qualities. After completing a housing needs assessment, housing gap analysis, and a review of infrastructure limitations, LKA, working with the Pepperell Affordable Housing Committee, identified household types not currently served by the existing housing stock, suggested types of housing needed (i.e. rental and ownership, single family and multifamily), and proposed potential locations for this housing. A Vision Map identifying four growth management sub-areas was prepared based on an assessment of protection and development areas. Within this framework, zoning strategies were recommended to promote affordable housing. A number of tasks under the direction of the Affordable Housing Committee were also recommended to ensure an ongoing commitment to affordable housing production. A specific action plan to guide the proposed production of affordable housing over the next 10 years was approved by the Board of Selectmen.
